The current continuing resolution appropriation is scheduled to expire at 2359 on 23 March 2018. All indications are, and we fully expect that, we will be operating under an approved FY18 Budget, or a renewed continuing resolution by 2359 on 23 March 2018. 2. However, should there be a brief absence of a funding appropriation beyond 23 March 2018, the Navy Reserve Force will execute an orderly shutdown of operations. In the event of a lapse of appropriations (government shutdown) Secretary of Defense (SECDEF) will issue guidance for Continuation of Operations. 3. In the event of a lapse of appropriations, fund approvers may NOT approve any NEW orders that start after 2359, Friday, 23 March 2018 until a Fiscal Year 18 budget or continuing resolution is approved unless the member is supporting an approved excepted mission. Order modifications not in support of excepted activities will not be approved unless modification reduces cost of original obligation. 4. If an appropriation bill is passed before the 23 March 2018 deadline, execute orders and drills as planned. 5. Additional guidance concerning documentation and coordination of Excepted activities occurring during regularly scheduled DWE periods will be promulgated via GOVDELIVERY. 6. All personnel must be advised that pay and compensation will be deferred. Military personnel in an active status will serve without pay until such time as Congress makes appropriated funds available. No obligation may be made to support a non-excepted activity during a lapse in appropriations, as that is a violation of the Anti-deficiency Act. Action by Reserve Component Commanders (RCC), Operational Support Officers (OSO), Wing and Squadron Commanders, Navy Operational Support Center Commanding Officers (NOSC CO), and Unit COs includes: a. Members already on Active Duty orders (ADT/AT/ADSW/RECALL) at the time of a lapse in appropriation, on or before 23 March 2018, will be allowed to continue for the duration of their approved orders regardless of their affiliation with excepted or non-excepted activities. (Member is considered on orders upon commencing travel). b. While under a lapse of appropriation, all orders with a start date AFTER 2359 EST, 23 March 2018 shall not be executed unless it is in support of an excepted mission. Prior to cancellation of orders, it is essential that NRU, NRA, and Supported Command OSO are in constant contact regarding status of affected orders. c. Drill Weekends during an extended shutdown: During a lapse in appropriation, regular drill weekends will be cancelled. NRAs will be limited to those functions to support excepted activities only. d. 23-25 March 2018 Drill Weekend(DWE): Should a shutdown occur due to a lapse in appropriation by 2359 on 23 March 2018, members who were scheduled to drill on 24 March are authorized billeting for Friday night and contract messing through midday Saturday in support of an orderly shutdown. A maximum of one drill will be authorized for the orderly shutdown, and the member paid once an appropriation is passed. e. Inactive Duty Training/Inactive Duty Training Travel (IDT/ATP/ AFTP/RMP/IDTT) separate from regularly scheduled DWE IDT: Authorized on a case-by-case basis subject to unit/Supported Command/OSO approval ISO excepted military missions. f. ADT Schools: Not authorized unless training is related to requirements of a mobilization or supported deployment scheduled in the next six months from training commencement. Unit CO/OSO shall ensure appropriate justification on affected missions in Navy Reserve Order Writing System (NROWS). Mobilization: Mobilization orders and all travel in support of, or preparation for, mobilization are considered excepted missions. 7. Use of the Government Travel Credit Card (GTCC) is restricted to daily meals and incidental expenses location rate and lodging amount. No advance pay ATM withdrawal is authorized. No commercial ticket costs outside of the Defense Travel System (DTS) will be charged without first contacting Force Travel, COMNAVRESFORCOM N33. Any unauthorized tickets will not be reimbursed. Due to the nature of our systems and involvement of transportation agencies, all travel will be handled on a case-by- case basis through NROWS or NROWS-DTS import/export interface. All requests to change travel reservations must be preceded by NROWS/DTS order approval before CTO/SATO can create, update or modify any reservations. Travel arranged outside of NROWS, DTS, and/or COMNAVRESFORCOM N33 is not authorized and will not be reimbursed. 9. AT/ADT orders should not be presented to servicing Personnel Support Detachments (PSD) until after an appropriation is passed. No pay and allowances will be paid until further notice by the originator. 10. AT/ADT/IDTT/ATP will not be used to back-fill non-excepted civilian positions. 11. Temporary Duty (TDY) Travel and Conference Participation: a. Full Time Support (FTS) and Selected Reservists (SELRES) TDY travel and conference participation scheduled to begin after the shutdown occurs should not be executed during a lapse in appropriation, except as noted in (c) below. Any TDY travel or conference participation that began prior to the shutdown should, except as noted below, be terminated (i.e., return to official duty station) as quickly as possible, but in an orderly fashion. This includes TDY travel and conference participation associated with professional military education training. b. Local TDY orders may be authorized if no additional cost to the government is incurred. c. TDY in direct support of excepted activities is authorized in accordance with SECDEF guidance. 12. Commander, Navy Installations Command (CNIC) has designated Military Funeral Honors (MFH) as an excepted activity. SELRES utilization ISO MFH will be minimized. Active Component (AC) or Full Time Support (FTS) assets will be utilized first and coordinated with CNIC or designated regional MFH representatives prior to authorizing performance of MFH by SELRES personnel. MFH remains a priority mission. 13. Civilian personnel: ECH III and IV Commanders will enforce confirmed excepted employee lists provided by originator. Additional guidance regarding furlough of civilian personnel has been provided through separate correspondence. 14. Good judgment and communication are essential at all levels of Force leadership as we react to these challenges. When in doubt, consult with COMNAVRESFORCOM and COMNAVAIRFORES POCs. 15.
